I have under

consideration Sir R. Macdonnell's

despatch 20985 of the 10th April, reporting on

the case of

L. H. Moorson, Surveyor General of Hongkong, together

with the various documents enclosed in that despatch.

I must in the first place observe that your predecessor appears to have entirely misapprehended

the purport of Lord Granville's

confidential despatch of the 7th April, 1870, which

was not in any way connected with the case

that has since arisen. It

did not

apply to the actual case

and I am

of opinion that Sir R. M. was

not justified in the use which he made

of that despatch in the manner which he did.
